Bully is by Rockstar, the makers of every Grand Theft Auto that's mattered. To expect anything vastly different from the GTA series in terms of gameplay would be only fooling yourself. It's a "go anywhere" kind of game--with limits, which are eventually broadened as the game progresses.
Bully takes the cliched prepschool premise of being the outsider who worms his way through the ranks (through oddjobs and full-on missions) to hopefully make it as one of the most powerful kids in all of the cliques around, and runs with it. And I'm not by any means saying that a tried-and-true formulaic plot for a game like this is at all a bad thing, most of the time it works well for this style of game.
As a casual gamer this definitely kept me occupied for a few weeks trying to complete all of the side missions, buy all of the items that mattered (or were just plain fun), finding--and unlocking--all of the hidden goodies, and generally wreaking havoc on my way to the top.
I got my money's worth, and if you're on the fence about it, my vote is for going for it.
