Love fountain but rust problems

I love this fountain. However the reason I gave 3 stars is that it rusts even after applying the preventive product recommended. I bought a second one thinking if I took better care it would last longer. Two leaves have separated from the base and one flower is about to. I have rocks holding it up. I am sad because I really do like this fountain.
