In July 212, Caracalla extended the previously exclusive right of civitas to nearly every single free person living within his realm. A copy of the edict was discovered at the beginning of the 20th century. Imre investigates Caracalla's rationale for introducing the legislation, gathering up the individual motivating factors that previous scholars have identified, and setting them against one another to assess their relative importance.
