Q: Is there still a place on the side to plug in a set of headphones?
A: No, Apple has sadly removed the headphone jack from the 10th Generation iPad.

Q: Can you use cellular data? Or do you have to be hooked up to wi-fi to access the internet?
A: this is the wi-fi model so this is only accessible on wifi. there is no cellular data.
