The author argues that the BCBS has become a more legitimate institution over time, but that reforms can be made in various areas. Part 1 of the project reviews the literature on the BCBS and introduces its governance and functions, as well as theories of legitimacy and its meaning for the global governance of banking and how it could be assessed.
