Milwaukee Police Detective, Declan Tomczyk, a former Marine Corps officer, is dispatched to investigate the defacing and desecration of headstones at a local cemetery. The incident, initially chalked up as the handiwork of Halloween pranksters, turns out to be anything but. When domestic terrorists spring a trap at the cemetery, critically injuring Tomczyk’s good friend and former squad partner, Tomczyk is determined to hunt down the criminals, leading him further into danger.
The bombing in the cemetery is only the beginning of a series of violent crime sprees that are eerily familiar to the “reign of terror” that paralyzed Milwaukee decades earlier. As Tomczyk investigates the mysterious leads, he teams up with Anne Dvorak, a beautiful FBI agent, and a romance buds between the two. With the unlikely assistance of a high school athlete and a World War II veteran, Tomczyk and Dvorak delve deeper into the case to identify and track down the perpetrators. But as they get closer it becomes a race against the clock to get to the next target before it’s too late.
