He contends that the key to emergent strategies is the ability to learn and adapt and that incremental actions based on short-term considerations can create a successful emergent strategy over time. He uses the perspectives of grand strategy and emergent strategy to analyze major strategic successes and failures of US foreign policy to test each approach’s connections between how leaders make strategic decisions and the outcomes they achieve, looking at George Kennan’s formulation of the Containment grand strategy toward the Soviet Union under the Truman administration; the NSC-68 grand strategy report, US involvement in the Korean War, and legacies for Cold War grand strategy; Dwight D. Eisenhower, the strategic planning exercise Project Solarium, and the New Look strategy; Richard Nixon, Henry Kissinger, and Détente; Ronald Reagan and the end of the Cold War; George H.W. Bush, Bill Clinton, and the post-Cold War era strategy; and George W. Bush and the War on Terror and strategy after 9/11. The epilogue assesses Obama’s strategy.
