Writing for governments of Commonwealth countries, Wilde says that competing objectives have to be balanced when designing fiscal regimes for tax natural resources. There should, for example, be a balance between ensuring that a government collects a reasonable minimum level of revenue whenever resources are exploited, and providing enough profit to attract investors. He points out that highly progressive tax systems may be complicated to administer and provide significant scope for tax avoidance, but governments with expertise in auditing companies should have no trouble. If developing natural resources provides other benefits besides government revenue, such as employment opportunities and energy security, then taxes could be lower. In any case, the success of negotiations for fiscal schemes depends on the government having a detailed understanding of the geology and extraction cost of the natural resources.
