The author examines child sexual exploitation, what makes it different from other forms of child sexual abuse, and why the terminology and issue have taken so long to appear in social care policy and public awareness in the UK. She provides an analysis that is critical of the grooming model of child sexual exploitation, which sees children as the passive victims of predatory adult perpetrators, arguing that this can restrict understanding of young people's experiences, particularly those that don't fit with that model. She contends that the element of exchange is key, in addition to the meeting of unmet needs like inadequate care and lack of opportunity for reciprocal relationships; how conceptions of child sexual exploitation can be problematic for young people in understanding their agency; and that care relationships, systems, and acts in the context of power and recognition are important in the problem. She draws on her doctoral research with children and professionals, and describes historical and contemporary representations of child sexual exploitation and how the terminology and definitions have changed within policy frameworks; how young people and professionals make sense of why it happens; how it is understood to occur, including the role of exchange; and what research participants said about how to respond to the problem.
