Horner cites that the Chinese Communist Party--creator of the Peoples’ Republic (1921)--has from its founding viewed itself first and foremost as an intellectual enterprise, but it is a party which is slowly losing its purchase and has no immediately obvious remedy. It views as subversive a Pacific century built on a Pacific Rim arrangement that is an oceans-focused maritime commercial order that generates cosmopolitan political ideas. Working with the presumption that Communist China’s entry into the maritime globalized world was an act of last resort, a tactical expedient and a historical necessary, Horner notes that the Party suggests a gradual but relentless re-centering of the regime away from the oceans. He concludes that a major orientation is required for the preservation of the Party’s monopoly on political power, which is the Party’s raison d’&’e&tre. While eighties and nineties discourse was of trans-boundary and trans-oceanic economic and social networks that knit together the Pacific Rim, “Sino-speak” is continental and looks to China’s eternal civilization to determine social, cultural, and territorial borders. Four chapters and epilogue are: empires old and new, east and west, traditional and modern, and with more to come; the multi-front war for the Chinese mind: mapping the battlefield; where no man has gone before: urban China in the twenty-first century; empire’s irresistible lure: creating a pre-modern polity in a postmodern age.
