Q: Is this the heavyweight one???

A: Some call it heavyweight but it's highly subjective. Your best bet is to go by the gauge number that determines the thickness. You find this out by multiplying the gauge number by 0.25. Hence 8 x 0.25 = 2mm. It's heavyweight in my book

Q: Should the suction cups be facing towards the tub or the curtain when hanging this? I can attach them either way, but it's unclear which side is supposed to be facing inward.

My recommendation is, Do Not Buy! The shower liner is suppose to be 71”x71” in size, but it is higher and wider than a 72”x72” shower curtain, plus too short. The grommets are obviously not in the correct place, that the liner is above the top of the shower curtain and is too short. Also does not lay flat. Back to a fabric liner.
