Yes as long as your phone and laptop have the ability to display out. Laptops would need an HDMI and Phones would need to have the ability to use a cable to convert the charging port to HDMI. One note this TV is 720p, and most laptop and phone are 1080p and would need to drop the resolution to 720p to mirror the image, But it will work.
