Cesari argues that political Islam first emerged as a modern technique of governmentality with the adoption of the nation state and the westernization/secularization of Islamic tradition. She demonstrates that political Islam is not simply a religious version of the national ideology, or rather, merely an ideology--more accurately, it is the cultural bedrock on which both nationalist and Islamist ideologies are grounded. In this respect, it takes four main forms—coercive, hegemonic, civic, and transnational or global. She provides a conceptual history of key terms such as ummah (community) and taqlid (tradition), which are critical to the shaping of this modern culture by “secular” and religious actors alike. Cesari presents the dominant form of religious nationalism, which she calls hegemonic, and focuses in Egypt and Turkey as cases of secular nationalism. She discusses Indonesia and Senegal as two of the few Muslim countries not defined by hegemonic Islam—the state has not absorbed religious institutions, and religious diversity is acknowledged. She addresses radical transnational Islamic movements as the most recent expressions of political Islam. The globalization of political Islam illustrates a broader trend, the globalization of nationalism that underlies most international conflicts today. While generally it seems that the more independent religion is from the state, the higher the probability of a more inclusive, pluralist approach to civic society, current regional and international contexts and concerns about security tend to push all states and even citizens in the opposite direction—toward more control and regulation of religion. Throughout the book she presents hegemonic, civic, and global political Islam as evolving categories that continuously interact and compete with each other, both nationally and internationally.
