A: The 23.5" is probably the overall size, and the 20" refers to just the case, not including wheels and handles. Luggage companies are inconsistent when it comes to what the dimensions really mean.
A: Yes - I've used this bags 20+ times with American Airlines carry-on for domestic flights only though. International flight requirements might be different.

A: It’s very light. Negligible even. I haven’t weighed it to give a specific weight but I doubt a suitcase can get any lighter and still be this tough. As far as water resistance goes if the suitcase is submerged obviously the water will probably get in through the zippers but I have been caught in heavy rainfall and everything inside stays nice and dry. This luggage is amazing! You’ll love it.
