Unlike the Spritz paper garlands that Target also sells, this garland is shipped as flat, cut sheets of tissue paper and has to be folded, fluffed, and assembled. I wouldn't have bought this if I'd realized I'd have to spend an hour making it. (With the Spritz garlands, the tassels are already made, but still have to be strung on a ribbon - I assumed that's what was meant by "assembly required.")
