A: sometimes you can adjust them to be more closed to begin with. Maybe not, just take a look at the hardware. If you can, it might mean you then have to adjust the brake cables as well. Try to see if you can do it all from the handles. But if you run out of adjustment you may need to change it at the brakes. When you do that, I guess you try to put the cable adjustment at the levers at the mid point, then set the cable at the brakes, then fine tune at the lever. But of course the cable adjustment at the levers, and the lever height adjust, if it has one, would be separate adjustments at the levers.
