Rarity Collection II packs are all-foil. Each pack contains 2 Secret Rares, 4 Ultra Rares, and 3 Super Rares. The release also includes extra upgrade chances for some rares and features about twice as many Ultra and Secret Rares per pack compared with the previous Rarity Collection.

Rarity Collection II is an all-foil set composed of 79 unique cards. Two cards in the set are also available in variant-art versions.

Each Collector's Tin contains three Mega-Packs. The tin configuration emphasizes higher rarities: each Mega-Pack includes a guaranteed Quarter Century Secret Rare, so every Tin contains three Quarter Century Secret Rares (one per Mega-Pack).

The Quarter Century Secret Rare pool for the Tin contains 50 distinct cards. Each Tin is guaranteed to contain three Quarter Century Secret Rares — one in each of its three Mega-Packs.

The Tin set's card pool is described as containing 400 cards in total.

Each Secret Rare has an individual 1-in-4 chance to upgrade to a Platinum Secret Rare or Quarter Century Secret Rare. Each Ultra Rare has an individual 1-in-6 chance to upgrade to a prismatic-style Collector's or Ultimate Rare.
