It was either old and not stored well or used. Granted, it wasn’t the most expensive option and it was mailed from a 3rd party (I think) vs directly from Target. But I haven’t run into that before from Target or Target partners.

Not worth it.
Not worth buying. Can only go through a page or two at a time and you have to really push down to go through that. And to pull back apart takes two hands and some muscle.

Nice that it comes in different colors, but really only good in a pinch. It only can do one page at a time and is tough to press. It doesn’t fully take out the waste paper. Best advantage is it hangs in a binder. Should’ve just bought a desk one.
