Possible choking hazard.
I like it for its purpose of pool for fun. And I like the fact the pool noodle material protecting it is soft so my child can really hurt anyone with it. The problem is she had bit parts of the pool noodle material off, and I worry she will swallow or choke on it. So I've had to take it away from her unless she is using it properly. I understand that's just a part of parenting a 3 yr old. But it's just something to think about if you have kids that put everything in there mouth.
