The wagon is 21.5" H, and the pics indicate that the liner is about 60% of that height -- so about 12-13". In addition, the wagon is 35.5" D -- they must be referring to the length of the wheelbase -- and if you eyeball the height of the liner and compare it to the length of the wheelbase, it looks as tho the wheelbase (from tip to tip) is about 3x as long as the liner is high (I used a pencil to estimate this). So that also supports my estimate that the liner about 12" tall. ****Reminder: I do not own this**** -- I'm just using my eyes and my common sense. ................ I don't understand what you mean by "the bag folding over" -- if your grocery bags are paper or semi-stiff re-usables (pls do NOT use plastic bags), then they'll stand upright.

A: Hello - If you take out the bottom panel, you will see a fabric loop. Pull up on the loop and the wagon should collapse. Then you Velcro the bottom panel around the wagon to hold it together tightly for transportation/storage.
