A: Hello LSNOLA, Thank you for your question! We are so sorry for the bad experience! The red light should turn off when the fan is full charged. But if the charging cable and fan are plugged into a DC5V, 1A power source a full charge should be achieved in 1-2 hours. Based upon your experience we would encourage you to return this to Target for a new one (or a refund) since the one you received was most likely defective. Even if you do not have the receipt or original packaging, Target should still be able to help you since this is one of their own brands. We strive to produce quality products at a great price for our customers, however, we do get a defective unit from time to time and we are so sorry for the inconvenience. First, ensure fan is fully charged, then press once to power on with LOW speed. Blue light on. Second press to set to MEDIUM speed. Blue light on. Third press to set to HIGH speed. Blue light on.
