Q: What time of year is best to plant this?

A: It depends on how much time you want to dedicate to keeping the plant healthy. 'Snow' can be planted any time of the year but Fall is the best because the cooler temperatures result in the plant needing less water to get established. Over the winter the roots will continue to develop and by spring, unless you are under drought conditions, you will not need to water the plant. If planted during hotter temperatures you will have to water the plant several time a weeks until it has established a solid root system.
