Q: Do this come with a plastic seal on top? To make sure it’s new? I got one with no plastic seal it looks as if it was open and used.

Spend extra and get the brand name. Rockline Industries needs to produce a better product. This product is marketed as useful for disinfecting car interiors. These wipes shed badly once they dry out, leaving thousands of particles on the surface they disinfected. They are marketed as cleaning dirt and grime but they leave their own trail behind which no one wants. The particles then float around like dust which does not inspire confidence knowing I'm breathing these things in. Two stars because the interior is cleaner than before and that's it. I'm returning this item today and getting Clorox or Lysol. I trust Target's brand on some things but this isn't it.
