Q: Can the charging dock be used on it's side instead of standing vertically?

Q: What's the amount of time it takes to charge? I had dead joycons in for 3 hours and it charged to 1 tick of battery. It's plugged into my switch dock. Not sure if I'm doing something wrong or if it takes longer than 3 hours to fully charge?
