It still wraps!

I requested this for Christmas. My old one broke in a wind storm. It too was tangle free so I'm used to them. Put it up a few weeks ago. It is constantly wrapped. I have taken it down and reworked it several times but it doesn't work. I was delighted with it at first, now I'm very disapointed. Maybe it's operator error but I don't think so.
