KATHERINE A. S. SIBLEY is Associate Professor of History at St. Joseph's University in Philadelphia. She is the author of Loans and Legitimacy: The Evolution of Soviet-American Relations, 1919-1933 (1996), winner of the 1997 Phi Alpha Theta Book Award, and her work has also appeared in Diplomatic History and Peace and Change.
