A: It stacks. It has the built in latch that you pull out underneath. Its not an extra piece.

Q: The directions for stacking say "Close clips to secure bin in place" - I can not figure out how to secure it in place?

I bought two of these in black for the bottom of my pantry and they're perfect. It's tall on three sides, which makes it so you can put quite a bit in, but it's nice to have a dip in the front to pull things out if they're tucked under another shelf. The black color elevates it just a little for my pantry.

I personally use these side to side in a closet – you can easily view what is in them (so nothing gets lost in the back). I did stack a few of them at first and that worked wonderfully as well, but I decided I wanted to organize my linen closet with them instead and unfortunately the height of my shelves prevented me from keeping them stacked.
