Jacqueline B. Toner, PhD is a clinical psychologist, having earned her PhD from University of Virginia and served as Chief Facilitator for a medical resources project with Johns Hopkins School of Public Health and Carnegie Mellon University. Dr. Toner lives near Baltimore, Maryland.
