Q: I may love the black bar holding napkins down, but, if I'd want to remove it, does it pop out? Also, Target may want to change description "napkins neatly displayed and upright," not held upright.

Great price and good weight to this, but this looked like I got someone’s return. It was dirty also. See pics for dents & scratches. The napkin’s will cover the scratches, etc up, but that’s not the point. I shouldn’t have to clean a brand new item before using. This was also missing a rubber piece on the bottom.
