Parts dont fit together, wrong size screws and wrench

Like the title says parts don't even fit together, the upper shelf was 2in too small and roof didn't fit, screws were also the wrong size and the Allen wrench that came with it did not fit the screws. Thankfully my dad had the right size screws and wrench and was able to find a way to make the parts fit. For the price and target being such a large company, I'm surprised this cart made it by they way it did. Maybe I got a bad one but I have a feeling they are all made the same.
