Anchor Plates not pre-welded and Missing bolts n nuts

These do not come ready-to-use. The description and pictures show "fixed anchors", one would expect they are steadily pre-welded to the posts, but they are not, they came as loose metal plates. According to the instruction manual inside the box, each metal plate needs to be attached to the post by two pairs of bolts and nuts. Supposedly the bolts and nuts are included (and they should!!) in the package, but mines did not. When FedEx delivered the box, both ends were partially torn, from dragging perhaps, but not totally opened. There is a bag of hooks and zipties, but no sign of bolts and nuts. Not sure if we are going to just buy the bolts and nuts from hardware store to save us the hassle of transporting this oversize to Target for return. Otherwise good value and seems sturdy.
