No help from Target for returns through 3rd party vendor

This is not a Target item. Ships from outside vendor. Bought skirt from this vendor through target and they delayed the shipping. when I received item it was poor quality item. When I tried to return it they refused my return stating return window is expired. Return window starts from day of order even if order is delayed.

This is a scam. Target you are better than this!!

This item has a Kohl’s clearance bin tag on it. It also says it’s not eligible for return as I am trying to return.
