CARL W. STENBERG, III, director of the Center for Public Service at the University of Virginia, was formerly the executive director of the Council of State Governments and president of the American Society for Public Administration. He has written at length about intergovernmental management.

COLMAN, author of State and Local Government and Public-Private Partnerships: A Policy Issues Handbook (Greenwood Press, 1989), an award-winning academic reference book, has written at length on public policy issues and government management.
