Motor won't kick in for child

Scooter will work for me but not for my child. I returned the first scooter and repurchased because the scooter seems well made and sturdy but we ended up with same issue. I’m watching her closely when she is trying to get the motor to kick in and she is doing all of the right things. I’m guessing it is because she is not heavy enough (she is 11 and 90 lbs for reference) but the email customer service was a joke and now I have called the phone number during business hours and I get a message that says to contact them online and then hangs up. Very disappointed.
