Q: Can I ride this on sidewalks and drive ways? And do I need a motorcyle license?

A: You can definitely drive it in your driveway, however on the side of the road or sidewalks, that would depend on your local laws. I have noticed a lot of places are allowing the electric scooters everywhere now, just depends on your area.
