C.W. KOBURGER, JR. retired as a Captain U.S. Coast Guard Reserve after 20 years of active duty. He is now an independent consultant on the operation aspects of maritime affairs, specializing in coast guard-related tasks. He has MA degrees in both history and political science, and has been published many times on both sides of the Atlantic.
