About the Author



Manuel Hinds (1945) nació en Costa Rica y tiene nacionalidad salvadoreña. Es ingeniero industrial por la Universidad de El Salvador (1968) y maestro en Economía por la Northwestern University (1974).

Después de un breve periodo como ministro de Economía en El Salvador, trabajó en el Banco Mundial como economista, economista senior y economista principal para América Latina. Luego fue jefe de división de Comercio, Finanzas y Desarrollo del Sector Privado para Europa, Oriente Medio y Norte de África en el Departamento Técnico. A finales de los años 1980 y hasta 1993 trabajó con Europa del Este en el momento del colapso del comunismo.

En 1995 se convirtió en ministro de Hacienda de El Salvador. Bajo su dirección, el país llevó a cabo una serie de reformas que modernizaron su economía y llevaron a que su deuda pública fuera calificada como grado de inversión, una de las dos únicas en América Latina en la década de 1990 (la otra era Chile). Se le considera el padre de la dolarización en su país, pues fue quien propuso la idea. En 2004-2005 se desempeñó como becario Whitney H. Shepardson en el Consejo de Relaciones Exteriores de Nueva York. En 2010 compartió el Premio Hayek del Instituto Manhattan con Benn Steil.
