Drawing on the experience of the Orlando Orange County Expressway Authority when it privatized toll road operations, the book traces the steps taken through the initial decision to privatize, the creation of the Request for Proposal, and the review and rating of three bidder responses. It then follows the awarding of the bid to the Florida Toll Services and the transition from public to private control.

The book also considers technical and pricing concerns as well as issues pertaining to contract management. In conclusion, it evaluates the entire effort. By offering a detailed analysis of a very successful privatization experience, the book provides a useful tool for those concerned with privatization issues.
