Q: Can this be set up on concrete or does it need to be staked into the ground?

A: It could be set up on concrete, but it would need to be weighed down by something as it could fly away in windy conditions.

Q: Since you give very little information I have to ask. Is the material waterproof? Is there a floor and is it removable? Does it have a carry pouch to put it in?

A: The material of the privacy tent is water resistant. It includes a carry pouch, and it does come with a floor that can be rolled away if needed.
