Defective

I seem to have recieved a defective one with no holes or grommets to hang by, a flat featureless panel of material. Target wouldn't give me an option to contact anyone and is trying to make me return it without getting to explain the issue to a person. I don't want a refund I want a shower curtain I can actually hang... It would have been great if not defective.
