The Shogun’s law is strict and forbids you from reorganizing your cards. Seize the crucial opportunities and send your emissaries to the imperial court in order to place your cards as efficiently as possible and thus control the most prestigious land in all of Japan. Place the cards in your territory and optimize their placement to score the most points at the end of the game. You can never freely reorganize your cards, either in your hand or in your tableau.
