Journalist Bob Rowgarth is flying to New York, when his aircraft is forced to make an emergency landing on the island of Libance.
He has no wish to return to London with the other passengers, so he decides to take his chance by seeking asylum in this almost unknown country, which has cut itself off from the rest of the world since a revolution nearly 50 years previously. The isolated island has the reputation as a country to be avoided - it has no government, no taxes, no currency and only a couple of basic laws.
He decides to use this opportunity to discover how libertarian anarchy works. He teams up with a security official on this journey while his application is considered and finds himself falling in love with both this strange world and his companion. He decides to back one side in a major dispute with its rival and awaits the outcome of his asylum application.
