A: No it doesn't. It took me about 3 hours to assemble and some pieces didn't fit properly. I had to make new holes to make it work

Comes knocked down, but not hard to build. Hint: all the measurements are in mm’s. cons: literature states it takes a 10 gal. Trash can. I have been trying to find a trash can to fit, but have not been able to. Had I known this before, I’d likely not bought this item.
