They most often target hydration and moisture retention, brightening and tone/texture improvement, pore appearance and oil control, and soothing or barrier support for sensitive skin.
Milky toners are marketed for a wide range of skin types—many are labeled for all skin types or specifically for dry skin, while others are formulated with ingredients suited to oily, sensitive, or normal skin.
Common actives include humectants like hyaluronic acid; botanical extracts such as birch sap, rice extract, and various botanical 'milks' (e.g., jojoba, oat); brightening agents like niacinamide; and barrier-supporting ingredients such as squalane, ceramides, and beta-glucan.
Some milky toners require shaking to activate a bubble or dual-layer formula. After mixing, dispense onto a cotton pad or into your palms and gently pat into the skin until absorbed.
