A: Yes, the hooks rotate. I just double checked in my closet.

Heavy duty, polished hangers
I bought these hangers because I have some heavier skirts that just weren’t cutting it with the plastic clip hangers. They kept slipping out of the clips. These are much heavier duty, and the metal clips are tight. My skirts aren’t going anywhere with these hangers! I just wish they came in a bigger pack so I could replace my older ones with a more cohesive look. The wood and metal details are beautiful.
