Cute but cut wrong

It is darling and appears well made. However, it runs small, and even with lengthening the straps as much as possible, the places that the boobs are supposed to be are not low enough. I don’t understand what the manufacturer was trying to do, at all. If it would fit it would be perfect for my needs, so I am going to try to order it in a large right away.
