Q: Does this frame need to be connected to WiFi or can it be plugged into the wall and used without WiFi

If you want to utilize its wireless photo sharing features, then yes, it needs to be connected to Wi-Fi. If you plan to load photos via USB or SD card, then Wi-Fi is not necessary for viewing them. You can usually skip the setup wizard, turn WIFI off, and just use 32GB SD cards or USB thumb drives. Most of these frames can also connect to a computer using USB cable.
