good but inconsistent

We have bought this product several times and the quality has been inconsistent. sometimes the melts are too big for my 10-month-old's mouth. other times they're the perfect size. sometimes they are too hard and he can hardly chew them or they don't" melt away. I'm not really sure what's going on but quality control is not this products strength.
