There were only 11 hooks in my package and I had to go all the way back to the store to exchange it and the package was sealed so I know it was not a store issue.

Hooks are not wide enough to fit over shower rod. Make sure to measure - Unless your shower rod is thin, these hooks are useless and will not fit.
