State-sponsored gambling, both in the form of monopolistic lotteries and in tribal casinos, does to some extent call into question the proper role of the state or tribal nation in promoting a potentially harmful activity among its citizens. THOMAS BARKER is Professor of Criminal Justice and Police Studies at Eastern Kentucky University./e He has been a participant and researcher of gambling for over 30 years. He is the author of six books on criminal justice topics and 25 articles.

MARJIE BRITZ is Associate Professor of Criminal Justice at the Citadel./e She has authored or co-authored several books and articles on topics ranging from police pursuit to theories of gambling behavior.
